I have a small note, written in an unknown middle-eastern language.
Several friends, with native languages of Hindi, Urdu, Arabic, and a
few others can recognize bits and pieces, but their current thinking
is it might be Persian or Farsi.

(I'm not sure which end is up, but I suspect the image needs to be
rotated 90 degrees clockwise).

$20 to whoever can translate it as closely as possible to english.
Names are important (I'm told there are at least 3 names present).

Bonus points if you can tell me why a young woman would have folded
this piece of paper up and buried it in the parking lot in the middle
of the night.

Update : I noticed the .png image created by Imageshack is larger than
the original TIFF I scanned.

The original piece of paper is approximately 2.5" x 2.5". Appears to
be a piece of recycled or other low-quality paper, with torn edges on
all 4 sides. It was folded in thirds along the horizontal, then that
strip folded in half, and in half again -- forming a very small
square.

My source (a Saudi and a teacher of middle eastern studies) got back
to me tonight and unfortunately he is out of the country at the moment
an unable to assist me. He is in Saudi Arabia right now and much of
the internet is censored there so he cannot see the image. He will be
in Holland around the 1st of December and maybe he can see the image
then. Othwerwise it will be around December 10th before he can read it
and translate it for me.

I am leaving the question open for the time being in hopes that
someone else might assist you. If they don't, I see your question will
expire December 2nd at which time it can no longer be answered. If you
do not hear back from me or get an official answer from someone else
by December 2nd, you should consider reposting the question when it
expires so I can work on it again around December 10th when my friend
gets back home.

i don't think this is arabic it is another language for sure if it is a language!!
its is not arabic , ask for persian or Farsi

There are several arabic words there, but it is difficult to make out
exactly what that is because of the hand writing, and perhaps also
some dirt on the note (is that possible? At least it looks that way in
the scanned version).

Several words already recognised: 
Alathi (that) - the first word
Hua (he) - first word on the third line

Crazy ideas about the two last words: 
The look like 
Harb Kuwait (Kuwait War)
But I probably forgot to take my meds again.

yes I think it's the meds ...again..
I'm almost sure that the last line reads as follows:
Hawwa X  Asheeq Ahmad ben ?????
Hawwa means Eve (you know Adam and Eve)
Asheeq means the lover of 
Ahmad means Ahmad
Ben means the son of:
so I think the last line goes:
"Eve X the lover of Ahmed ben ???" 
Ben what, I cant make the last word.. there are too many possibility

I am Persian and I can assure you that it is not Farsi. Perhaps your
references may thought that because of one alphabet which sounds like
"G" and G is not included in Arabic languages. But all other word and
the handwriting clearly tell me it is not Persian.
