I am looking for a commercially available paper product that is
specially coated so the paper has a pH of 10 or higher. It needs to be
white and hold its pH level.

    Is this paper for printing photos? Archiving?

    What size paper are you seeking? Sheets? Rolls?

    What quantity do you need? Are you in the US?

No, the paper will not be used for photo printing or archiving. I am
not too picky on the size. It is going to be used in the US and
packaged with another product. We will want a variety of sizes, but
once we identify a manufacturer, we can get a quote on custom sizes.
The quantities will be significant, but for now I am looking for a
sample to test with our product.

assurances without knowing more about your requirements -- sheets or
rolls, type of coating, and so on.

Have you checked with companies that manufacture products for cleaning
up hazardous materials?

A pH of 10 is about the same as hand soap.  I think I've seen paper
towels with soap infused in them, but if the pH has to be precise,
this option might not work out.
