What sort of lending institution should I form if I want to take the
profits of operation and donate them to a particular cause?  I do not
want to be constrained to lend money only to bank members, which seems
(from my own research, which is fallible) to leave out credit unions. 
Can an actual bank be formed as a non-profit?

My apologies.  Formation would be in the United States, specifically
targeting California (though Oregon and Washington are possibilities
if law there is more liberal with regard to my question).
