As far as the *best* tattoo remover, your best bet is to speak to
others who have had tattoos removed. Meet the doctor or trained
technician you select first, and request photos of previous patients.
Look for cleanliness in the office and expect professionalism. I would
not have MY tattoo (if I had one) removed in a tattoo parlor or other
dubious looking ?clinics?. I?d recommend visiting a plastic surgeon,
especially if the tattoo is in a prominent place on your body.
As for a ?repairist?, a tattoo artist can generally repair tattoos for
you. I?ve seen tattoos dramatically changed by tattoo artists. Here is
one on New Jersey:
Patrick Tattoo
204 Black Horse Pike
West Collingswood Heights

Slave to the Needle is in Seattle, Washington (You said any place!).
This outfit seems to have a good reputation for reparing tattoos.

There you go. If any part of my answer is unclear or unfavorable,
please request an Answer Clarification. I will be happy to assist you
further on this question, before it is rated.
