I am currently looking for a Portal, CMS (Content Management System),
or something similar that will meet my needs (As followed):
-Complete control over each piece of content (Submit an image, and
select which groups get to view it)
-Ability for users to join usergroups either on registration, through
a special link, or in their control panel - but only with that group's
password
-Ability to post images into an easy to navigate gallery
-An overall easy to use interface, which is completely customizable
-Ability to add downloads, such as videos - with complete file details
and a list of mirrors
-Ability to post News, and only show to certain groups
-Ability to post Articles
-(Optional, but would be nice) Personal blogs for every user, or
certain users (Former would be best)
-(Optional, but would be very nice) Allow certain groups or users add
new content, news, images, etc. - that aren't admin... Such as a wiki
-(Optional but would be nice) An area to place jobs available, and
allow users to apply for said job - submitting examples of their work
along with the application.
-(Definitely not required (But once again, would be a nice bonus))
Integration with vBulletin, and most importantly: vBulletin's groups
(So each file, article,  news post, etc. can be limited to certain
groups) - if this feature were part of the CMS/Portal, the native
group support would be useless and can be voided as a required feature

I am willing to pay upwards of $100 for such a portal/CMS, but not
very much more; this portal/CMS is intended to be used for a developer
'hang out', so users can get a closer look into development of games,
services, etc. - so it needs to be very very user friendly, sleek
looking, and easy to navigate.
I don't care if any or all of the features listed above are
extensions, modules, etc. - as long as the end result has every
feature listed - I will be content.


I'd like to thank anyone who comments, or answers this in advanced -
and would also like to note that I will more than likely tip based on
response time and my satisfaction (As long as it meets the
requirements above, I'd more than likely tip in the double digits)

**Also, although somewhat obvious - I want to reclarify that this
needs to be web-based, and I would prefer it, if it were written in
PHP.

I'd just like to clairify that I am capable of modifying any CMS
written in PHP, and would accept a CMS or Portal that doesn't have the
simple features listed (Such as joining usergroups through a special
link (An easy 15-20 line PHP script can change this)).
