I don't completely understand your question, but in my area, I can get
Limited Basic Cable for about $20 a month, and is a bit better than a
simple antenna and is all the local stations and a few others. Next is
Expanded Basic, all channels up to 99.  Next I can start adding pay
stations for about $6-12 a month, or in packages.

If you're asking if Comcast pays to offer the local channels, they
must, because the license to distribute the channels is not free.
