Howdy lilaclady-ga,
Phoebe B. Beebe was the "girlfriend" of the Today Show's J. Fred Muggs.
http://en.wikipedia.org/wiki/Phoebe_B._Beebe
J. Fred Muggs was owned by Carmine "Bud" Mennella & Roy Waldron.
http://www.teddwebb.com/legends/j_fred_muggs.html
The expired trademark for "J. Fred Muggs" was owned by the aformentioned
gentlemen.
http://tarr.uspto.gov/servlet/tarr?regser=serial&entry=73421931
"...
J. Fred Muggs Enterprises
...
Partnership composed of Carmine (Buddy) Mennella and Roy Waldron
..."
Mr. Mennella died in 2002, and his son, Gerald Preis, "inherited" Muggs.
http://www.sptimes.com/2002/03/14/TampaBay/Trainer_of_famed_chim.shtml
So, the creators for your stuffed chimp were Carmine (Buddy) Mennella and
Roy Waldron, based on the real life chimp, Phoebe B. Beebe, and it appears
that J. Fred Muggs Enterprises at least licensed the manufacturing of the
toy animal.
If the above would suffice as an answer to your question, please tell me
so I can post it as such. Thanks!

Wow! thank you, our Phoebe was lost in moving, (or stolen) Have never
found a suitable replacement. If you know how to contact the licensed
manufacturer, maybe we can have another Phoebe!

Howdy lilaclady-ga,
I reckon that the only time the Phoebe B. Beebe stuffed animals were made
was in the mid-50s. These days, probably the only way to get a replacement
would be to go through a vintage toy store, such as Gasoline Alley Antiques.
http://www.gasolinealleyantiques.com/
"we offer Vintage & Collectible Toys ... character collectibles ..."
You can contact them through email at: sales@gasolinealleyantiques.com
If you can find a Phoebe B. Beebe stuffed animal, it probably will not be
an inexpensive purchase. The above store has a J. Fred Muggs hand puppet
that runs around $90.00.

Another place to check is eBay.
http://www.ebay.com/
For instance, there is an auction going on now for the stuffed version of
J. Fred Muggs.
