Not an answer, only some thoughts:
Theoretically, the Insurance Corporation of British Columbia as the
body responsible for issuing vehicle licenses would be able to answer
this question. However, they state on their website:
"Due to privacy legislation, we are unable to provide information
regarding the registered owner of the vehicle."
On the other hand, your specific case is a bit unusual. Therfore, you
may want to contact the ICBC and request help:

tripjohnson-ga,
Where are you located (just city and province or state)?
There may be procedures in your area for taking title to an abandoned
vehicle even without the previous owner signing it over.

ICBC has numerous 'acts' in regards to registering or transfering of
abandoned vehicles. I got the car from a guy who owns a farm. The car
was in the field when he bought the farm 15 years ago. ICBC says he
has to go through all the hoops to eventually transfer it to me. He is
not willing, the car is of no value to him. So, i'm trying to find out
how I can do it, finding a loop hole or avenue that works in my favor.
My next step is to see a notary or whatever they are called, after
that i have no more ideas. Thanks.

There is a defined process in BC for dealing with abandoned cars, but
it ain't simple
It sounds to me that what you'll most likely need to do is offer to
have the car towed off the guy's property. If he agrees, then contact
a towing firm that handles scrap cars, and they'll be familiar with
the process for handling an abandoned vehicle and tranferring
ownership.
The procedures themselves are detailed here:
http://www.th.gov.bc.ca/publications/eng_publications/environment/references/Abandoned_Vehicle_Process.pdf
Abandoned Vehicle Process
In particular, take note of Steps 8-10 that begin on page 3 of the
above document, as they detail the forms involved, who has to do what,
and so on.
Let me know if that helps...and good luck.

Thanks for helping. I've checked out the different acts. I have the
car already in my possesion. Policies and such keep me away from my
goal. Next week i'll try to see a notary public and see what they can
do.

Hope the notary can help, but I still suspect a tow truck guy might be
your best bet.
Let us know how things work out.
