I'm running XP on a Toshiba laptop.  A little while ago, for no
apparent reason, it started rebooting when I tell it to shut down. 
That is, I click 'Turn Off' on the "Turn Off Computer" dialog.  It
goes through the process of shutting down.  Then once the screen goes
blank, it starts up again.   Sometimes instead of starting up it just
gives me a blue screen with text indicating that there has been an
error.

Anything I can do to fix this?

thanks for the tips.  Nothing has worked.  I've disabled various
things and restarted numerous times.  Once in a while I see a blue
screen that says:

A problem has been detected and Windows has been shut down...
IRQL_NO_LESS_OR_EQUAL
Disable or rename any new hardware or software.
Disable BIOS memory options such as chaching or shadowing

I would do the BIOS thing if a knew what that meant.
