Two years ago my brother died leaving a house heald as tenant in
common with me.  He left no will.  One year ago my stepfather who had
life estate died.  At that time I entered into probate to acquire
brothers half of house intestate by probate which will conclude soon. 
County reassessed property and sent me a substantially larger tax bill
dated back to time of my brother's death.  Phone conversation seemed
to be a pat answer and didn't seem to take into account the fact that
my stepfather was still living in house during first year and that I
technically will not own brother's half of property until end of
probate. Question: Any legal recourse, any case law, any appeal, any
suggestions.
