Are there any E-Waste recyclers that will take my waste free of charge?
By e-waste, I mean, monitors, light bulbs, batteries, pcb's, etc.

Where are you located? The laws that apply vary greatly as do the
recyclers available.

I think you need to clarify a little.
Are you a consumer? i.e. the end user of the product? If you are then
the original equipment manufacturer is obligated under the WEEE and
ROHS directives to take it back free of charge. You can also take it
to your local amenity free of charge.
If you are a manufacturer then you are obligated to ensure that it is
recovered, recycled etc. I do not know of any organisations offering a
free service in this area. However, remember that you can charge your
customers for the cost of this recovery as a visible fee until 2010(i
think). A lot depends on you ewaste. If its rich in something like
copper wire and cable then you will probably find many recyclers
willing to take it. If its mainly CRT's then no chance. Remember that
under WEEE you must use an approved process and be able to demonstrate
compliance.

Hi.  Thanks.  I am a consumer / end user.  I'm not talking about
truckloads,  just the normal everyday products such as batteries,
computer and cell phone waste, stereos and the like.  I didn't realize
that mfg's had to take it back.  I'll look into that, but I still
wonder if there is any where where I can take all similar type waste
back, rather than having to ship each item to their respective mfg's. 
I guess I wouldn't mind paying a nominal fee, rather I should be
prepared to.
