What is the best articulation for the importance of corporate leaders
holding themselves and their subordinates accountable for performance?

For good performance the articulation is the performance linked
incentives and extra tame home bonuses while for bad one it is the
voluntary salary cuts...One top notch USA business honcho..don;t
remember the name did it some years back.
