I'd like to know what percent of mail that meet one, some, or all of
the following criteria are successfully delivered to the addressee.
I?m mostly providing the criteria because I assume if any research
exists it may already include certain distinctions. Here?s the type of
mail I am interested in knowing about:
Metered first class
Sent from Chicago to Los Angeles
All envelopes are standard letter size with one document enclosed
The envelope is typed

If I'm reading this document correctly (and it's admittedly ambiguous):

overnight performance of 95 percent for 2004. National service
performance for two- and three-day service standard was reported as 91
and 89 percent, respectively.

then the Post Office delivery for first class mail nationwide is:


95% success rate for overnight mail

91% success rate for 1st class mail intended for 2-day delivery, and

89% success rate for 1st class mail inteded for 3-day delivery



This is a different sort of measurement than the one you asked for in
your question.  But it seems to be the standard measurement in use by
the Post Office in terms of tracking their performance.

I actually couldn't see the information you referenced on the web page
you cited. Did I miss it?
I think you are close to the answer. How does a person know if first
class mail takes 1, 2, or 3 days to get from Chicago to Illinois?

Also, where you state "success rate", does success refer to whether it
was delivered on time or whether it was delivered at all? I'm looking
for the percent that aren't delivered within 30 days of the expected
arrival time.
