Does this suit your purposes?
"Voice Changer Software changes man voice to hundreds of woman voices
in realtime and vice versa to disguise voice totally in voice chat and
PC phone. You can freely adjust voice settings and apply effects to
enhance sex appeal or characteristics. Built-in Voice Comparator helps
simulate people's voices by comparing and hinting."
(...)
"Voice Changer Software creates different voices for movies, audio
clips, and presentations. It can record your changed voice in real
time or change voice of an audio file. Voice Change Software can
change voice from record stream, audio stream and capture stream."

Negative.
This software does not permit the alteration of a prerecorded file.
It does all the things it promises, but only while recodring directly
through the software.
I i have a prerecorded MP3 file this software wont do it

Ace Recorder/Editor software from Black Diamond Sound
Systems lets you change the pitch on an MP3 recording
without changing the tempo or speed of the recording:
http://www.soundlabs.com/AceFeatures.htm
Other software from the same company (Tsunami Pro does
even more):
http://www.soundlabs.com/
They are free to download and try, but won't save
more than 30 seconds of audio without a license:

Let me know what you think...

Pitch changing is fine. But i am sorry its not enough.
Ill refrase my question to:
Is there a software OR a PIECE OF HARDWARE which permits the
manipulation of an MP3 audio
file, so that i can take a prerecorded human voice (in MP3)and change
it?
E.g. Man to woman, child to old person

I'm not comprehending. Voice-changing hardware or software
accomplishes the transformation of male to female by way
of changing the pitch from lower to higher without changing
the speed with which the voices are speaking.
You know of another way?
