I am staying in Los Angeles and I am sending an email to a person in
Paris, France. I want her to follow up to that email by Monday, Nov
14th by 4pm.

I know that I can set the email with "flag for follow-up", but what is
the time that I should set ? Do I set Monday, 7am (Paris: Mon, 4pm) OR
Monday, 4pm ?
