Megan, the Logan Act, 18 U.S.C. § 953 is constitutional.  Any act
passed by Congress is constitutional until the Supreme Court say it's
not.  The Supreme Court last cited to the case in 1991.  It's still
good law, regardless of whether it is actually enforced.
