I am running Photoshop Elements 2 underWindows ME on a "new" computer.
When I try to OPEN files the system points to my Desktop rather than
to the most recently used My Documents>My Pictures> folder as was the
case with an earlier machine. This results in many wasted keystrokes
when opening and closing files.
How do I force Elements to open in the correct - most recently used - folder?.

I require specific directions rather than general advice such as
"...edit relevant registry entry"
