The challenge I face is this.  What method/ process would allow me to
convert a photo of a facial feature (e.g. a man's hairstyle) to a gray
scale "sketch". Furthermore, I want to isolate the particular facial
feature (i.e. the hair, the nose, the eyebrow, etc.)

Do you have access to Photoshop, or a similar graphics software application?

If not, are you willing to purchase new software?

I do have access to Macromedia's Fireworks.  I am willing to purchase
other software as well.

Many researcher here are, or know someone who is, quite capable of
doing exactly what you describe you need. If you posted the photo
somewhere and give us the link perhaps we could find someone to do the
conversion for you. Is this an option?

Typically graphic editing programs such as provided by Adobe or Corel
will allow you to use what is called a "Masking" feature.  This
feature allows you to select and/or trace a specific area on the
image.  Once the area has been selected, you can then use an "Art
Effect" such as "Sketch" to convert the area of the image to appear as
if it had been hand drawn (by pencil, charcoal, crayon, etc...),
leaving the rest of the image intact.  This is a very simple
procedure.  Anyone with experience can accomplish in a matter of
minutes.
