It appears that the DOD/MWR/AAFES authorities just implemented a civil
recovery program, wherein they letter demand $200 from military and
civilian sponsos when either they or their sponsored dependents
(children as young as 10) are accused of shoplifting in AAFES stores,
through a Press Release by AAFES Management in March 2002.

This Press Release by AAFES seems to be the only codification of the
Congressional Amendment to the Debt Collection Act that was quietly
and unnoticeably placed in the 2001 Defense Appropriations Bill
-----and that was passed and probably ignored by the House of
Representatives in the wake of the Congressional concern and uproar
over the horror of 9-11.

The Press Release appears NOT to have been picked up by any of the
large Newspapers or Media but The Army Times,  the largest and most
trusted of newspapers sold to military personnel by subscription and
over the counters of the US Government Retail Stores appears not to
have published anything concerning the new AAFES policy described in
the Press Release.

Can any of you Google Researchers confirm to me that The Army Times or
The Air Force Times never published anything whatsoever about the new
AAFES Civil Recovery Administrative Fee for Shoplifting at any time
since March of 2002.  And would you speculate on why The Army Times
and/or The Air Force Times didn't consider this to be news worthy of
publishing for their special readership?

Yes, please refer to same subject matter, closed and answered,  and
answer clarification by czh-ga who indicated that Press Release from
AAFES appeared to be recycled in informal publications at all bases.
