I have a controller board with specific output capabilities that I
need to buy LEDs for. I'm trying to make a full color display so I
need red green and blue LEDs with near the same brightness, and as
bright as possible with no more than 3.3V and 30mA draw per LED.
Looking for a place online to purchase these, or just Digikey part
numbers for the correct LEDs.

Start by checking Radio shack, I've personally bought a super bright
red and blue from there, and I'd assume they would have a green one.
