I have graduated from a cosmetology school in Peru, and I want to know
how I can convert my diploma from Peru to a license in the states of
Virginia, Maryland, or Washington D.C.

It really depends on the institution you went to, and whether or not
it is recognised by the US Depratment of State.

In clarification - I do have permanent residency (i.e. green card),
and the right to work, although not citizen.  If I could get a phone #
and perhaps a brief explanation of how to go about getting the license
(fees, etc...), it would be greatly appreciated.

From the research I've done for you, it is basically possible to
covert your school diplom into American one (granted you had a certain
number of hours, and from what I understand, also if the school is
known). However, that would probably wouldn't exempt you from the
exam, nor would it exempt you from the duty to file for a licence. The
only good news here are that by filing for an exam you can get a
temporary license.

In all two states and the district, cosmetologists must be tested and
licensed. I hereby add contact details about each specific state.

is a commercial service, not part of the State Board of Cosmetology).

Maryland
In Maryland, the demands from a Cosmetologist is "Must be at least 17
years of age and have completed 9th grade or G.E.D.  Applicant must
submit proof of completion of 1500 hours of training in a cosmetology
school or 24 months as a registered apprentice in a licensed beauty

don't know if this description fits you (that your school in Peru is
recognised and the course consisted 1500 hours), but if you need an
Apprentice License, you can apply heer:

(this is only if you don't fit their requirements!). If you have to
take the exam, you can check about it at 1-800-359-1313, the exam
itself costs $63. After the exam, the Cosmetologist license fees are

apprentice $10.

In the DC, you can contact Vivian Martin, at 442-4459; here, too, you
have to complete 1,500 hours of cosmetology studies before getting the
license.

My search strategy, that might also help you, was the names of the
states/district with the words "cosmetology" and "lisence". Before you
clarified the answer, I also used other terms - about licensure of
diploms, such as "foreign diplom" cosmetology +[name of the state].
