I am interested in possibly creating a comic book based on the
"A-Team" television series.  Where or to whom would I direct my
proposal?

Not that this is anywhere close to an official answer, but last I
heard, Top Cow Productions was involved in getting a new "A-Team"
movie made through their film-production company. But since Top Cow
started its business as a comic book publisher, they might be (or once
have been) involved in the comic book rights as well. So they might be
a place to start inquiring...
