What do you mean by "U.S. Medicare program"? 

Eligibility for Medicare is established by the Social Security
Administration. The Centers for Medicare & Medicaid Services
administers the various components of medicare. There may be other
government agencies involved as well.

I would like to know how many employees it takes to support the
Medicare program.  For instance how many people would be displaced if
Medicare was cancelled?
