How can I start from scratch to establish valid ID?  I have no copies
of birth certificate, social security card, drivers licence, passport
or anything else.

Many victims of Hurricane Katrina and other recent disasters are in
the same boat, having to replace all their vital documents.

The federal government has established a website to assist the Katrina
victims with document replacement, but the information will certainly
be useful to you as well:

A good start would be obtaining a copy of your birth certificate. If
we had any idea of where you live, we might be able to tell you where
to write to obtain this.

I recently had to get my birth certificate from the opposite side of
the country and was required to submit a notarized request, so I had
to have ID before I could get the BC. I don't know how you might go
around this requirement (okay, I do, but it's waaay illegal) unless
you can prove the loss of your documents first with, say, a police
theft report or fire report, etc.
