I am trying to find out information on how to create a VCD and Cd on
the same disc. This way a person can watch video and then place it in
their cd player and listen to music. What software if any do I need to
buy?

Hi,
Use AVI Vedio converted, you can have movie and music as well in the same VCD. 
AVI is basically a VCD converter from many extension.
