What OSHA regulation governs the safe handling of personal hand tools
in a shipyard above other workers heads?  Robert was hurt when a heavy
screwdriver was dropped through a manhole in the floor of an oil rig
in the yard for repairs.

able to find the regulations sections after some site exploration.

opinion, cover the situation you described (I am not an attorney).

protective helmet when working in

Securing loose items aloft. All materials, equipment, and tools, which
are not in use while aloft,
shall be secured against accidental displacement.

Falling object protection

Protection from falling objects other than materials being hoisted.
The controlling contractor
shall bar other construction processes below steel erection unless
overhead protection for the
employees below is provided.
