I am looking for a directory of websites that load fast. Or a way to
search for only fast loading websites. Or a fast website award that
would list websites that look great but still load fast. Or a list of
websites that have been highly optimized to look very professional but
still load fast.

Fast to me is under 20 sec. on a 28.8 dial up connection

I dont know if I woul consider these sites fast. I went to each site
and ran a speed test for a 28.8 connection. Most pages loaded in
around 35 to 40 sec. I also looked at the page source and noticed that
these pages were built mostly using tables. The better way to build a
fast site is with CSS not tables.

I wouldnt say these sites qualify for what I am looking for

Hmmm...

Websites designed for cell phone use ie. WAP sites would likely fit the bill....

You can search (for instance) from ://www.google.com/xhtml and
make sure you select Mobile Web (Beta) and your search results will
give you optimized for mobile content (thus should be 'fast' loading.)
