with most of the facts you have outlined. However, there are many
software optimization programs out there who "claim" to be able to
optimize websites such as the following as found on ebay;

I was thinking of purchasing but wondering if any of these are of any use at all?

I presume your speaking of search engine optimization software.

I'm afraid there is none that exists.  The search engines are highly
secretive about revealing the more than 100 factors that determining
how a web page is ranked.  You can probably understand their
competitive reason for their secrecy.  Writing a software to optimize
a site/page to get high rankings, would be highly dependent on the
understanding of these rules.

To be frank, everybody is guessing and nobody has the 'magic bullet'. 
If it were that easy, you'd probably have heard of it by now.
