I am a IMG (international medical student) 
I am at a cross road and need more information to make the right decision. 
I read in another post that there are certain states that allow a
person to take his STEP 3 prior to starting residency.
-	What does passing step 3 mean? (what can or cant I do regarding
patient care ie can I prescribe medicine)
-	DO I need a license to practice if I passed Step 3
-	If the answer the to above is that I have to do some form of
training to receive my license, say I get licensed in Wisconsin (
which only requires on year) can I then transfer to NJ ( which
requires 3 years) since I am already certified by another state?
