How can I get a copy, or at least the section on testing and accuracy,
from the operating manual for the (Laser Technologies Inc.) LTI 20-20
Ultralyte laser gun? In addition, I understand that one of the major
national police organizations has also issued guidelines for testing
of this device and would like to obtain this as well.

Just to clarify, does that mean someone is still working on this? If
so, how will I know when/if the effort has terminated?
