Look for a priming pump.

On a diesel engine, the fuel tank must be vented.  If the vent is
stopped up, your fuel pump will pull a vacuum on the fuel tank and
will not allow the fuel to flow.  Look for the vent and clean it real
good.  Sometimes the vent is part of the fuel tank cap.  Good luck.
