Here are necessity characteristics of project managers
1. Interpersonal skills. The ability to manage people is vital.
This characteristic is personality related and isn't totally learnable. 

2. Organizational skills. This key characteristic of great project
managers is absolutely critical to keep projects on schedule and
budget.
This characteristic is mostly learnable.

3. Communication skills. The project manager is the main communication
link between the business managers and technical team. His or her
ability to clearly communicate with members of both groups is
essential. As you see it can't be learnable (mostly).


4. Problem-solving skills. The project manager must be able to
effectively handle problematic situations and mitigate risk so they
don't get out of control. (learnable)

5. Professional training. As you see this is learnable.

Skills that are in the main learnable are all the tools used and
underpinning knowledgeeg software, scheduling skills, financial
skills, legal,administration, budgeting etc. These also require
personality traits to assist in implementation. When to use what skill
or methodology is a problem for new project managers.

Personal skills such as ability to handle stress, balance competing
goals, lead people, motivate and negotitate are often at the core of
the manager. These will develop with experience and with greater
acquisition of learnable skills listed above.

A necessity is the defined completion of the project with clear goals
met within budget, to specification and time frame. Each manager may
do this with a different set of skills and traits. To a large extent
it depends on the needs of and type of project and characteristics of
the environment. The tean and environment must suit (be congruent and
complementry) to the manager and structures in place.
