Hi jlwat33-ga,
As you know, written Vietnamese requires the proper diacritical marks.
Without them, there might be some ambiguities as to what the writer
meant to say.
Do you know if this is written by a native Vietnamese speaker? The
individual words are probably Vietnamese, but piecing them together, I
have no idea what the writer meant to say. The last word, ye, is not
Vietnamese.
Below is what I guessed the writer meant to say:
Em v?n bi?t em là Tùng anh, tao, em sao, em không bi?t Tùng làm th?.
It still makes no sense. Do you know any background about this quote?
Is it a lyric to a song?
