I can't browse the internet on a Windows XP Pro computer.  I can
browse over HTTPS and upload/download over FTP, just not HTTP (port
80).  I've tried "netsh int ip reset resetlog.txt" and "netsh winsock
reset".  I've tried different network cards (both wireless and wired),
LSP-fix, everything.  The router isn't blocking anything and I've run
spyware scans and virus scans.  Anybody have a suggestion besides
reinstalling Windows????

Have you tried r-clicking your network, selecting Properties,
and uninstalling and reinstalling Internet Protocol (TCP/IP)?

Correct me if I'm wrong, but in XP Pro SP2 (perhaps earlier versions
of XP as well?), you can't uninstall TCP/IP for a connection as it is
required?  On this one, the uninstall button is grayed out when you go
into the network properties for this connection.  I did uncheck it and
click OK, then go back in and recheck it and hit ok, but unable to
uninstall/reinstall.  Also, I should have mentioned, I am able to
browse the "network" (network consisting of this notebook and my
desktop) and network shares.  Just port 80.  Frustrating.

Also, in my network properties, I have the following:  File/Print
Sharing, QoS Packet Scheduler, TCP/IP and Client for MS Networks.  One
other thing, I'm not sure if this matters, but when I ipconfig /all, I
see IP Routing disabled and WINS proxy disabled.  On my desktop PC, if
I do ipconfig /all, both are enabled.  Not sure if that means anything
to you all...

Try installing ethereal (http://www.ethereal.com/) and see if any
traffic is passing through port 80.

This is a long shot, but is the browser configured to use a local proxy?  

Have you tried telneting from the the machine to port 80 on say...www,google.com?

Unable to telnet into www.google.com on port 80.  Says:  "unable to connect".

Oops, missed the proxy question - answer is no, it is not configured
to use a local proxy.

'Nother tidbit.  I am able to ping the router (it's a linksys) at
192.168.0.1, and get a reply, but of course, when I try to access via
I.E. it times out and can't find it.

Man am I stumped.  I see Office Depot has a $350 laptop on sale this
Thanksgiving weekend... maybe I'll just get a replacement...

Hmmm...telnet doesn't work either...that's a stumper.  I'm going to
keep my eye on this one, because I'm now real curious what the issue
is.  Never seen this happen before.

The WINS proxy won't make a difference...WINS is the service that maps
Windows machine names to IPs.  It's kinda like DNS for windows
networks.

IP Routing isn't it either...you're not using your machine as a router.  

It is typical for both of those services to be disabled.

Oh one other thing, have you tried taking the router out of the
equation?  Connect your machine directly to the net, even if you other
machines working that are connected to the router.  Maybe your router
is doing something really strange.

After some research, I found you're correct about TCP/IP
having no uninstall option in XP SP2, and you've already
tried the alternative, "netsh int ip reset resetlog.txt".

Also, IP Routing and WINS proxy being disabled is not
preventing your connection. My system is set the same way.

I don't know what else to suggest, but I like feldersoft-ga's 
idea of taking your router out of the loop.

I will try it without the router within the next day or two.

I'll have to take it to work to try it there instead since the router
I have is the linksys WCG200 (cable gateway - router and cable modem
all in one).

Thanks for the help thus far people, we might get this thing yet.

Just got back from the office - tried plugging in there, same results.

I am now in the process of uninstalling everything to see if something
might be interfering with TCP/IP.

This does the dirty work of uninstalling and reinstalling tcp under
95/98/me/2000/xp, and saves alot of thinking and work.

I also tried that winsockxpfix a couple days ago (I should've
mentioned that in the initial post).  Didn't fix the problem, but I
will say it is a nice utility.  I couldn't stand being without the
ability to browse so I formatted and reinstalled windows last night. 
Works fine now.
