There were two that you could have looked into. However they have
merged their portals.  Please read the relevant news:

Thank you for your comment, jadayu.   I am aware of
www.buildonline.com but I am not sure that they are doing much
business in France (or Gemany for that matter).  I am trying to find
out if there are any local competitors...

Thank you again for your further comment, jadayu.  I appreciate you
taking the time to post your findings.

www.eu-supply.com manages procurement rather than collaboration on
documents ala BIW.

Buildonline do seem to be competing in Germany, but I am not sure what
they have done in France (or elsewhere in the EU)

Sarcophagus are only in the UK.

The Paul Wilkinson blog is interesting (he is the PR person for BIW),
but it is UK and US-centric and doesn't shed any light on who the main
competitors are in France or the EU outside of the UK.

Maybe there are no local compeitors in France?
