Last summer, my brother was arrested (something stupid) and my family
has now been trying to find his mugshot so we can give it to him as a
joke.  I'm fairly certain that mugshots are public record and you can
always find celebrity or weird mugshots online and on television.  I'm
wondering, however, how to get ahold of the mugshots for regular
people.  We live in Colorado (Jefferson County).  I'm looking to get
it for free (online would be ideal, although after an exhaustive
search, I'm fairly certain that's not going to happen).  I need to
know what department to contact and what questions to ask and what to
expect (will they give me a digital image?  Will I get a xerox copy of
it? do I have to fill out a form?).

Hello shewsnsaux,
Do you know the police station or precinct where the mugshot was
taken? My impression is that you can ask from the officers of the
arresting precinct if they can give a copy or lend one for copying.
I'm sure the posters of celebrity mugshots online would have made the
same kinds of requests for mugshots.
