Hi darrenlu-ga, If you are looking for an inexpensive solution, You can extend the concept of a noise cancelling headset, to make an active noise cancelling device that could cover open space. You might want to replace the pickup microphones on the headset with more sensitive and directional microphones, and hookup the headset outputs to a high powered stereo amp/external speakers. Incase if you want to reduce the noise indoors, you may want to add some filter to cut down the wind noise, reproduce the sound through wireless speakers that you can carry around.
