What is the cheapest web site hosting provider that can stream
realvideo, quicktime, and windows media files?

What is a good web hosting provider that gives tons of drive space for
a low price (under $50/month) (low bandwidth is ok).   I have to be
able to create lots of password protected subfolders (each with
separate passwords) via some kind of control panel.  It has to have
both http, https, and ftp access.  It has to allow directory browsing.
   The really awesome feature that I would pay more for is if they had
webdav access.

ever found on the web.  All for a cost of less than 10 bucks a month. 
 It provides 750 MEGS of disk space with up to 10Gb of burstbandwidth.
  It also has a control panel for ease of use.

I didn't have the cheek to post it as an answer ;-)
The agorahosting sounds good with it's support rating and it has the
tons and tons of disk space you are referring to.
Streaming with WM ideally needs WM server, realvideo and quicktime are
less fussy for virtual servers (I find that WM needs more scripting).
That would fall under 'a good web hosting provider' 
but if you wanted dirt, dirt cheap
Ebay offer of $25 a year, but I couldn't comment on support, and
service and terms and conditions.. so caution is needed.
