Welcome to Google Answers.  As a first time user, you may not be aware
that GA is a publibly-viewable site, where anyone can see what you
have posted, and can add their own remarks -- helpful or otherwise --
in the Comments section, below.

GA researcher names generally appear in blue/purple type, and are
hyperlinked.  Non-researcher, such as nelson-ga, appear in regular
typeface.

As for your question, I am not aware of any such list of Katrina
victims, and if one does exist, I rather doubt it would be publicly
circulated.

In other words, it's unlikely that you'll get an answer to your
question as it's currently worded (though I've been surprised before
at the resorucefulness of some of the researchers!).

If there's something else we can do for you, though, be sure to let us know.

Jay,
A "first time user" is someone who is posting a question for the first
time or may not have posted a comment, i.e, perhaps doesn't recognize
that ANYONE can browse Google Answers  - without registering a user
name (needed for posting comments).

GA also has a policy about not providing contact information on
individuals, but it is possible to suggest ways that you could find
information yourself.
For example, there MAY be telephone directories online that allow a
search by street address.  With a map and some knowledge of New
Orleans real estate, that might be a start.  I don't know if
Louisiana's parish (county) assessors' files are online.  If they are,
again with a map you could identify owners and then find their
telephone numbers.  Cell phones?

Of course, if either of these approaches worked, you would still not
know if or how much damage the properties had suffered.
