How many (and which) countries have official, national innovation strategies?

Can you give us an example of one such national strategy, so we have a
clearer idea of what you're looking for.

For example, Sweden has a published document on its national
innovation strategy.  Singapore has an innovation strategy in form of
its biopolis project.  Denmark has an innovation council with the
Prime Minister's office.  Even the city of Helsinki has an innovation
strategy.
