I am looking for the BEST cell phone according to the following
priorities: (understanding that other priorities might dictate a
different "best" phone)

My priorities (in order):

1. The thing that is MOST important to me is voice quality. I cannot
tolerate any compromises in this category.

2. Next most important is that the phone does not hang or crash (e.g. treo).

3. Next most important is that it has an excellent user interface (i.e. not RAZR)

4. Next most important is that it works internationally including
England, India, China, Japan, Korea, Russia, and USA.

5. Next most important is that it syncs easily and completely with Outlook.

6. Next is that it has features such as camera, mp3 player, etc...

Summing up, you wanted a good phone which does not crash, has good
interface and works in many countries.
For features, quality and reliability go for nokia. This has the best
interface uncomparable to any other phones. And in Nokia go for a
triband one as you can use this in all the places mentioned.
Probably the new N series would be the best bet.

It is not just the phone but is it has to do with the Carrier as well.
For example if you are in US and you have a Triband phone
900/1800/1900MHz, it will work fine with T-Mobile but you will have
some problem with Cingular and AT&T because they offer in some are
850MHz. Now if you have a Quadband phone which has
850/900/1800/1900MHz then you will not have any problem with the band.
Unfortunately most of the quadband phones are released by Motorola and
not by Sony Ericsson and Nokia which has much better reception of the
frequency. Wiht T-Mobile any GSM unlocked phone that has 1900MHz will
work. In Overseas as long as your phone has 900/1800MHz then you are
OK. Also make sure your phone is unlocked. My recommentions are:

Treo 650 Unlocked

If want Razr which I do not recommend but they are cheap phones with
many many features. I would recommend the V3i over V3 Razr.

Sony Ericsson P990 Unlocked PDA--- Very Good PDA Phone.

If want just a cheap Phone then I would recommend Sony Ericsson J210i Unlocked

http://www.romeohifi.com/gsmworldphones.html

Motorola V180 Unlocked

Also Some Sumsung phones are Good with a lot of features and yet cheap.

Samsung D600 Quadband Unlocked

Samsung E730 Triband Unlocked

Samsung X660 cheap Unlocked phone

The best part about unlocked phones are that you are not locked to a
carrier and if you travel to Overseas, You can buy a prepaid SIM CArd
from the country that you are in and will end up saving a lot money on
the calling rate.
