Our company has an account with Budget Car Rental for renting cars for
our employees. Budget used to not charge for under 25 year old
drivers. They have recently changed the rule; under 25 year olds who
work for the company now have to pay a surcharge for being under age.
We would like to find a national rental comany who do not assess the
under 25 charge, for company employees.

On a cursory search I found that almost all companies have an underage
surcharge with the exception of some local companies operating in or
near airports. If you indicate what you have typically been charged we
may have more luck finding companies that charge lesser fees. Would
this work as an answer?

from the Dollar rental car corporate users agreement

What is your minimum age requirement?
The minimum age requirement is 21 years old unless stated by law.

I previously worked for a large company while I was under age 25.
They had a corporate contract with National Car Rental (one of the
largest and at almost every airport) and they did NOT charge an
underage fee to any employees renting for company business.

Tutuzdad may be correct for "casual" personal rentals, but the larger
car rental companies have different policies for corporate accounts,
which may not be shown on their web sties.
