manage) the possible risks associated with building process (chemical)
plants.

Are you specifically interested only in the risks of building chemical plants?

Or are you asking about the broader picture of risks at chemical
plants once they are operational, and all sorts of things (explosions,
fires, spills, hazardous gasses, terrorist attacks, derailments) can
go wrong?

No. I am only interested risks associated with  building
'constructing' such plants.
