Dear teretz-ga,

In France, the Bureau des Conservation des Hypotheques records
property ownership. The information is not available on-line.

?The Bureau des Conservation des Hypotheques refers to the Land
Registry Office organised on a district basis. As in England, the
registry records details of property ownership and where charges
against a particular property are registered. This office is open for
public inspection.?

?Bureau ou Conservation des Hypotheques is an administration office
where deeds and details of the property, loans and easements on the
property are kept.?

?Conservation des hypothèques Administration qui dépend du ministère
des Finances. Sa mission est de faire l?état des mutations de
propriétés et des inscriptions hypothécaires pour chaque immeuble.?

A list of all the offices in France can be found on this site. You
need to identify the Department and local area where the property is
located. For instance, go to this page.

Computer Translation:
?Administration which records the changes of buildings and the
inscriptions of mortgage or of privilege which burden them.?

Click on> Adresses des services fiscaux

A list will appear. The first on the list is the Nord. Click on this
and the offices in the Nord Department is then detailed with address,
telephone number and opening times under the title ?Conservation des
hypotheques?.

Fees or procedure is not stated but am sure each office will be able
to assist if you enquire.

I hope this answers your question. If it does not, or the answer is
unclear, then please ask for clarification of this research before
rating the answer. I shall respond to the clarification request as
soon as I receive it.
Thank you

Perhaps the easiest way to find out is to call a French embassy or
consulate. At the end of this site you can find the Embassy in London
and the consulate in New York City.
