I'm looking for a hand powered pump that can be used with water.
It must have the following attributes:
** less than 12" body length
** o-ring to seal the shaft to the pump body
** costs less than $30

Here is a link for a pump that I was using but there was a leak where
the shaft meets the pump body (because of no o-ring seal):

In addition, I would like the pump to be "piston style", like the one
shown in the lin.

Dunno about the prices but a marine store should have a small manual
bilge pump that would work.

I have checked marine shores (there are plenty where I live) but none
of the hand powered pumps that I can find have an o-ring seal.  I want
it to be leak-proof.  Bilge pumps are probably less likely to have a
seal, since people using them aren't going to care if the pump leaks a
drop here and there since they are draining a flooded area.  Fuel or
hazmat transfer pumps on the other hand are much more likely to have a
seal.

 You might want to talk to them to confirm this.

I called the company  --  the pump does have an o-ring seal, but the
overall body length is at least 30" (long enough to reach the bottom
of a 55 gal drum according to customer service).
