I can't get outlook or outlook express to send email to a pop3
account.  This is the error: The connection to the server has failed.
Account: 'Rodney Grier', Server: 'mail.norred.com', Protocol: POP3,
Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E

This could be a configuration problem, please see the following page:
"You receive a "Socket error: 10061, Error Number: 0x800ccc0e" error
message when you try to send or receive e-mail in Outlook or in
Outlook Express":

If you have installed a Norton's product see:
"Cannot send or receive email with regular email such as Microsoft

Check if something of this helps you, also check if your firewall is
not blocking the port 110.

I have my IT guy working on it, but so far no luck.  I'll update you tomorrow.
