I haven't been able to find a simple description of overall EU car
insurance rates, which was somewhat surprising.  I have been able to
come up with an analysis of trends in EU countries (i.e., rates at
which the premiums have been rising over the years).  This doesn't
address the question of absolute costs, however.

I have also come across a detailed analysis of EU drivers and an
additional report that gives the costs of non-life insurance, with the
estimate that 34% of non-life insurance is auto.  Combining the
information from these reports would make possible an estimate of the
premium paid per driver in each country.  This obviously relies on
several assumptions, but should give you a general idea of where the
cheapest rates likely are.  Would you be interested in this type of
analysis as an answer?
