Were would I be able to acquire a database of average mortgage closing
cost information for all 50 states with granularity down to the city
level?

If you're looking to *download* such a database, I can't help you...I
don't think such a thing exists that is available to the public. 
Besides, even if you could get it, it would only be current for a few
days, since the rates and fees change so often

There are places where you can look-up such data, though, usually a city at a time.

For instance, the current info for 30-year, fixed, zero-point loans in
Mobile, Alabama looks like this:

Is that the sort of thing you need?  If so, I'd be glad to show you

I am looking to acquire the data behind the "FEES" information
provided in your example. My company develops loan origination
systems. We are interested in providing a feature like this. I realize
that the information would need to be refreshed periodically. These
are many sites that offer information like the example you posted so I
presume that the data must be available somewhere.
