who do i call to have a stick built house raised and a couple of
layers of block added to the basement in western north carolina?

I live in NC as well. You should be able to do this by calling a local
contractor. THe local contractor will have access to a house mover who
has the jacks you need. You will have to do the following:
Get a permit for construction.
Disconnect electricity and plumbing.
Remove all tie downs.
Jack up the house.
Add block.
Fill all of the holes in the new blocks with cement.
Lower the house.
Add tie downs.
Rewire and re-plumb.
Pass inspection.
