How can I find the years of service of a relative with the NY Police Dept
(NYPD) during the first (appx) fifteen or twenty years of the 1900s?

In order to find details about the service of a family member with the
NYPD, you should contact the NYPD Museum:

GENEALOGY

It costs a little (and is yet to be available online), but would
provide you all the information you need.
